Brits Demonstrate Prudery?

The Americans are in no position to throw stones, but it appears that the Brits are outdoing their cousins across the pond.

Men may be barred from baring their chests - and stomachs - in public under new local laws being considered by town halls.
They would stop men stripping off their shirts in crowded town centres and give powers to police to remove any who defy the cover-up laws.

You could conclude from the photos provided that the main target is older men with their “older” bodies. Age discrimination or just body shape discrimination? Of course, there is included one photo of a skinny underdeveloped young man so it is not just the older generation that is targeted. But wait, here’s the explanation given:

"But one of the things that is depressing for anyone going shopping is the numbers of shaven-headed men, mainly in their 30s and 40s, who seem to think people want to see their torsos."
What do you want to bet that along with the shaven heads are tattoos?

All this is very well and good, but what’s with the thong underwear photo? Is it still the upper body that is offending?

I wonder who is offended. Is it the core population and/or perhaps the body phobic Muslims?
