It turns out the “Mexican” is Andres Manuel Lopez Obrador, a leading presidential candidate. Obrador was scheduled to visit Los Angeles and woo as many as 100 thousand expatriate voters at a Mexican Independence Day celebration.

Obrador canceled the visit because Mexican federal campaign authorities declared that a visit would violate campaign regulations.
