Big Easy Had A Plan-Unused

It turn out that New Orleans had a disaster/evacuation plan for those without cars. There were videos prepared and churches that were supposed to play a part in the evacuation. The plan was never distributed and training barely started. But, what the heck, let’s just blame FEMA and Pres. Bush.
